What is terrorism?

Terrorism is

  • an action or threatened action organised clandestinely
  • with an ideological, political, ethnic or religious purpose,
  • carried out individually or by a group,
  • and which causes injury to people or destroys, partially or totally, the economic value of tangible or intangible property,
  • with a view to making an impression on the public, creating a climate of insecurity, putting pressure on the authorities, or disrupting traffic or the normal operation of a service or company.

A Committee comprising representatives of the Belgian authorities and of insurance sector determines whether a particular event meets this definition.
