Why are insurance companies able to choose whether or not to join ASBL/VZW TRIP?

In Belgium, the principle of freedom of association applies. This means that no-one is obliged to join an organisation. As a result, insurance companies cannot be forced to join ASBL/VZW TRIP. However, most insurance companies have decided to join.
