When does the percentage of compensation become final?

The Committee is required to set the final percentage of compensation at the latest by 31 December of the third year which follows the year of the terrorist event.

For instance : a terrorist event occurs on 1 June 2008. The final percentage of compensation must be set by 31 December 2011 at the latest.
